5.4.4 Safe to install
The Responders Emergency Services Credit Union traces its origins back to November 23, 1966, when it was initially established as the Spokane Police Credit Union by a group of nine police officers who signed twenty Articles of Bylaws to incorporate the institution. The state of Washington officially authorized its incorporation on December 5, 1966.
The development of the credit union was spearheaded by Bob Owen, with assistance from representatives of the Credit Union League and other credit union managers. The initial capital was modest—$50.25—funded by Bob himself, with a 25-cent membership fee used to cover supplies. In his enthusiasm, Bob actively promoted the credit union, often at shift changes, emphasizing its value with phrases like “Just $5.25 for the deal of a lifetime.” Through his efforts, Frank Blacker became the first member and Mickey O’Brien the third, with Mickey also serving as the inaugural board member. Hershel Libey became the first president of the board once he had accumulated his initial $5.25.
By this stage, Bob’s membership exceeded twenty individuals. Securing an office space was the next step; he persuaded Chief Payne to allow use of a neglected room on the unoccupied seventh floor of the Realty Building, which served as the police station at the time. Contributions such as a typewriter and office supplies were generously donated, often from other credit unions supporting Bob’s burgeoning organization.
The inaugural annual meeting took place at the Inland Power & Light Building on 2nd Avenue. Refreshments consisted of donated items: “warm” beer from the Police Property Room and broken potato chips from Nalley’s. The gathering was small, lacking enough members for a quorum; however, Bob quickly mobilized support by calling officers directly, urging them to attend promising “lots of free food.”
The first financial withdrawal request came from Officer Tex Goodson, which met with resistance from Bob. He explained that cash withdrawals were not possible for members—only loans could be issued—offering loans up to $100 directly through the credit union. Larger amounts, up to $500, could be obtained via the Police Beneficial Association.
This early effort exemplifies how one individual’s determination can establish a vital community resource. From such humble beginnings—limited staff, minimal assets, and provisional space—the credit union has evolved significantly over the years. Its membership has expanded beyond law enforcement personnel to include a broader community base. Throughout this growth, the institution has maintained its core principles as a not-for-profit, member-owned organization governed democratically by those it serves.
